從 Darien 宣言看未來圖書館的角色

今年 3月26日在美國康乃狄克州 Darien Library 的一場活動中因為與會者的提問內容，讓 John Blyberg、Kathryn Greenhill、及 Cindi Trainor 在接下來的幾天中對未來圖書館及圖書館員的角色提出了 Darien 宣言 (doc)。宣言一開始先闡述圖書館的使命，然後就是圖書館(員) 所要扮演的角色：

圖書館的角色

• Provides the opportunity for personal enlightenment. 提供自我啟蒙的機會
• Encourages the love of learning. 鼓勵熱愛學習
• Empowers people to fulfill their civic duty. 讓人們能夠履行公民的義務
• Facilitates human connections. 促進人際關係
• Preserves and provides materials. 保存與提供資料
• Expands capacity for creative expression. 擴展創意表達的能量
• Inspires and perpetuates hope. 激發和延續希望

圖書館員的角色

• Are stewards of the Library. 是圖書館的管理人
• Connect people with accurate information. 以正確的資訊來連結人們
• Assist people in the creation of their human and information networks. 幫助人們建立人際和資訊網絡
• Select, organize and facilitate creation of content. 選擇、組織和推動內容的建立
• Protect access to content and preserve freedom of information and expression. 確保對內容的取得和言論自由
• Anticipate, identify and meet the needs of the Library’s community. 預測、確定並滿足圖書館社群的需要

為了要達成圖書館使命及扮演好上述的角色，在現今資訊科技進步快速的時代裡，宣言中認為圖書館員必要做到下面這些事：

• Promote openness, kindness, and transparency among libraries and users. 在圖書館與使用者之間應該要促進開放、親切和透明度
• Eliminate barriers to cooperation between the Library and any person, institution, or entity within or outside the Library. 與圖書館內外的任何人、機構合作來消除障礙
• Choose wisely what to stop doing. 明智地選擇該停止做什麼事
• Preserve and foster the connections between users and the Library. 維護和促進使用者和圖書館之間的聯繫
• Harness distributed expertise to serve the needs of the local and global community. 利用分散式的專業知識來服務當地和全球社區(群)的需要
• Help individuals to learn and to use new tools to create a more robust path to knowledge. 幫助個人學習和使用新工具來建立一個更建全的獲取知識途徑
• Engage in activism on behalf of the Library if its integrity is externally threatened. 如果圖書館的完整性受到外部的威脅，便要為圖書館採取行動
• Endorse procedures only if they guide librarians or users to excellence. 只核准那些可以導引圖書書館員或使用者更加卓越的程序
• Identify and implement the most humane and efficient methods, tools, standards and practices. 確定並實施最人道和有效的方法、工具、標準、及做法。
• Adopt technology that keeps data open and free, abandon technology that does not. 採用能夠讓資料保持開放和自由的技術
• Be willing and have the expertise to make frequent radical changes. 願意並且有專業能力去做劇烈的改變
• Hire the best people and let them do their job; remove staff who cannot or will not. 僱用最好的人，讓他們把工作做得更好; 解僱掉那些不能或不願意的人
• Trust each other and trust the users. 彼此信任

可以想見的，此宣言一出馬上有來自各方正反二方面的意見。向來言詞辛辣的 Annoyed Librarian 也對此宣言做出了極盡諷刺的批評，最後結論還套用了上述的其中一項，是要讀者不要去看這個宣言 🙂

To be a good librarian, I’m also supposed to “Choose wisely what to stop doing." Perhaps the wisest choice would be to stop reading manifestos.

在看過 Annoyed Librarian 的文章後，竟然多少也認同她/他的看法，畢竟有多少館員在每日的工作之餘還可以去想這些宣言呢? 不過我還是喜歡 Brian Kelly 的反應，他的討論把焦點拉回到未來圖書館的角色上。

英國 JISC 在 4月2日才舉辦過一場關於未來圖書館角色的討論(Debate: What is the Library of the Future?)，目前網頁上有當天的影像畫面可以看。不過 Brian Kelly 在部落格上特別提到劍橋大學 Peter Murray-Rust 教授從研究者的角度來看他們對未來學術圖書館的期待與看法：

The Librarians of the future will not emerge from the Libraries of today. The researchers of the future won’t want journals, they’ll want little bits of lots of papers, and they won’t respect faculty or subject boundaries, as their work will be interdisciplinary. If they need an information service, they’ll JUST DO IT for themselves。未來的圖書館員將不會來自今日的圖書館。….如果他們需要資訊服務，他們將會自己來。 (引用自 Bruce Royan教授)

看來在 STM (science, technical, medical) 領域的教授眼中，學術圖書館最主要的功能就是訂期刊或資料庫供他們使用了。當然，這只是圖書館服務對象中一極少部分人的看去，我還是建議可以看看 JISC 4月2日其他場之的內容，這樣會比較宏觀。

對於Darien 宣言，只能說很佩服他們的勇氣，明知道一定會招致許多的批評，但還是公佈了。不論同不同意他們的看法，但多少也反應了一些圖書館員的看法，也提供了一個討論的議題。
